13.8V ok for 12V use?

I have a 24V powersupply in the same series as this and would like to buy one with 5v and 12v but they only have 13.8V?

Is it ok to use 13.8V for my 12V motors and lights?

Most switchmode power supplies have a V-Out adjustment trim pot, you could turn it down to 12v.

Motors will run on 13.8v but a but faster, and bulbs will be a little brighter, but the drawback is they will not last as long as they would at their rated voltage.
