I cant find any information regarding toe brake and rudder forces.
It also seems that David Allen's website is down (737flightsim.com)

Can anyone tell me how much force needs to be applied on the toe brakes and rudder of a 737

Is the force required on the toe brakes higher than on the rudder? This would seem logical to me.

Thanks,
Michael
