Display issue at dusk

Hello, please see the photo of my issue.  This seems to be an issue no matter what monitor/tv I use.  It looks worse in the photo than it actually is, but annoying none the less.  It is just a dusk issue and does not last too long.  Any help or settings I can play with?20200418_220814.jpg

That sometimes appears when the resolution or color depth of a monitor is set too low.
